The idea is to make a critical analysis of the Directive, verifying the feasibility of the targets assigned to each member state, evaluating the measures already adopted and forecasting the results to 2010.
This monitor shows positive and negative actions, i.e. indicating for each country: what has been done for implementing the Directive, a reliability index (probability of meeting the target), links to official documents, etc...
