to analyse the national markets of renewable energy sources in all EU
Member States; the support schemes used to achieve the necessary scale economies,
technological devel-opment and investors' confidence; the success stories
in EU;
to evaluate the cost-effectiveness and efficiency of these national supports
for the achievement of the goals of the Directive 01/77/EC, with special
attention to the capability of new projects to raise financial means and
to perform well on the capital market;
to consider the technological trajectories favoured by the different support
approaches and their effects on the EU industry;
to identify the barriers to the achievement of the Directive goals and
to propose how to overcome them;
to understand the effects of the competitive environment on the growth
of RES pro-duction and the equipment industry;
to analyse the connection between the convergence of different support
schemes to-wards a common approach and the creation of a single market for
RES, the adoption of instruments like the Joint Implementation, the CDM,
Emission Trading ;
to issue a proposal of a converging EU framework for RES support schemes
accord-ing to the liberalisation of the EU energy market and future harmonisation
of the national energy taxation system;
to supply a support to national and EU officials in designing the RES
policy docu-ments required by the implementation of the Directive.
